Rarely a proposal for a contest is worth publishing just due to the fact that it is a not-done-yet project because it might not be applicable to reality, in other words, a good sketche, a bad design. The Dalian Library proposal from 10 Design is definitely within that rare group; a really powerful building flowing up to the skies.
